The National Policy Statement for Freshwater Management (NPS) defines a limit as the maximum amount of resource use available, which allows a freshwater objective to be met. Different water bodies will have different limits set according to how they are used. For example, less contamination might be acceptable for a mountain stream than for an urban stream.
