A process where resources are divided and distributed to individuals or groups for their use. For example, water allocated to an irrigator may be abstracted from a river and used for irrigation. Allocation can also mean that a river is capable of assimilating contaminants. For example, a discharge consent may allocate the amount of contaminants that can be discharged to a river.
